Electronic Monitoring -
a Jail Alternative

Jail sentences can ruin lives.  Lost job, missed rent payments, lost apartment...  
Los Angeles County Probation Department's Electronic Monitoring Program (EM) offers an alternative for eligible defendants/inmates.

How it works

Once admitted into the program, participants will serve their pretrial incarceration or jail sentence confined to their residence under strict conditions while having the opportunity to maintain employment, fulfill childcare responsibilities and obtain medical care.  The program uses a GPS device or other electronic device to monitor that the defendant is at home.  The participant may also have a mobile breath alcohol tester or a bracelet measuring alcohol levels. The program involves meetings with a case manager on a regular basis.   

Program requirements may also involve drug testing.

When can the program be used?
Court Referral
  • Pretrial:  For certain eligible offenses and eligible defendants, there may be an option to spend the time awaiting trial on Electronic Monitoring.

  • Post Sentencing:  As part of sentencing a defendant may petition the court to consider serving their sentence on Electronic Monitoring instead of serving the time in jail.

Jail Participants

If an offender has been given a surrender date or is already in jail, the inmate or any other interested party (attorney, relative, friend) may apply for Electronic Monitoring instead of serving it in jail.  

What does it cost?

From January 1, 2021, the program is free for participants entering the program in 2021.  For participants already in the program at the end of December 2020, there is no cost for monitoring after December 31.  However, the participants are responsible for paying for any costs that occurred prior to December 31.

Can an inmate use a private company for home detention other than CorrectiveSolutions?

California Penal Code §1203.016(j)(1) states in part that “[n]o public or private agency or entity may operate a home detention program in any county without a written contract with that county’s correctional administrator.” 

The Los Angeles County Chief Probation Officer is the County Correctional Administrator for the purpose of administering home detention program, and as such, has entered into contract with STOP/CorrectiveSolutions for the purposes of providing full management and electronic monitoring services.  No other home detention service provider is contracted.

How to apply
  • In court, when a defendant is facing a jail sentence or incarceration awaiting their trial (pretrial), the court may be petitioned to consider a referral to Electronic Monitoring.

  • Inmates,  who are in jail already, may themselves call or have a relative, a friend or their attorney call EM at (213) 893-5369 to start the application for Electronic Monitoring.

  • Persons who has a future date to surrender to county jail, may call EM at (213) 893-5369 approximately one week prior to the surrender date to submit an EM application (over the phone).
