County Jail Referral

The County Jail component of Adult Electronic Monitoring is to allow suitable and eligible felony and misdemeanor offenders sentenced to County Jail to be released on Electronic Monitoring with strict conditions as a safe alternative to serving their sentence in County Jail.  Being on EM typically allows offenders to continue to work and/or go to school or medical treatments.

If the defendant is already in Jail

In most cases the Sheriff's Department refers jail inmates to Los Angeles County Pretrial Services (PTS) for interview and assessment; however, an attorney, the defendant, or a family member can ask for an EM assessment once the defendant is booked into custody.  Contact EM staff by phone at (213) 893-5369 and provide the booking or case information to start the process.

Program eligibility assessment by PTS will be provided to the Sheriff who retains the final decision-making authority on all inmate releases. If the inmate is found suitable and released from custody, he/she is fitted with a GPS devise in jail and ordered to report immediately to a designated CorrectiveSolutions' office for enrollment.

Non-compliance with program rules may result in immediate return to custody to serve the entire sentence, excluding good/work time credits.

Inmates released to EM retain in-custody status and serve the remaining percentage of their sentence after good time/work time credits, as calculated by Sheriff personnel.

If the defendant has a future date to surrender

Defendants who have been sentenced to serve time in County Jail and have a future date to surrender to the court or to county jail may call EM staff at (213) 893-5369 approximately one week prior to the surrender date to submit an EM application over the phone.

Court surrender cases are not “pre-screened” or “pre-qualified”. The application will be held in pending status until the defendant is taken into custody at court and a booking number has been issued. Although court surrender cases are processed immediately after the booking number is received, the defendant will be in custody for several days before he/she can be released.

County jail surrenders are “pre-qualified”.  Defendants who are found suitable are referred to Sheriff personnel for release.  However, Sheriff personnel have final release authority and may deny the release.
